7月10日川普政府宣布考慮再次針對進口自中國總值高達2,000億美元的產品課徵10%的新關稅，再次為市場投下震撼彈，此舉也引起中國強烈不滿，中美貿易戰火雪上加霜。

此次長達200多頁的報告清單中，也包括16項海關編碼列於7318之下的扣件相關產品，這些產品項目羅列如下:
7318.11.00 鋼鐵製馬車螺絲Iron or steel, coach screws
7318.12.00  除了馬車螺絲之外的鋼鐵製木螺絲Iron or steel, wood screws (o/than coach screws)
7318.13.00  鋼鐵製螺絲鉤和環Iron or steel, screw hooks and screw rings
7318.14.10  線徑小於6mm有螺身或螺紋的鋼鐵製自攻螺絲Iron or steel, self-tapping screws, w/shanks or threads less than 6 mm in diameter
7318.14.50  線徑大於6mm有螺身或螺紋的鋼鐵製自攻螺絲Iron or steel, self-tapping screws, w/shanks or threads 6 mm or more in diameter
7318.15.20  同批次進口鋼鐵製螺栓和有螺帽或華司的螺栓Iron or steel, bolts and bolts & their nuts or washers, imported in the same shipment
7318.15.40 除了蓋螺絲之外，長度大於9.5mm且線徑為3.2mm的鋼鐵製機械螺絲 Iron or steel, machine screws (o/than cap screws), 9.5 mm or more in length and 3.2 mm in diameter
7318.15.50  鋼鐵製螺柱Iron or steel, threaded studs

根據一名美國資深官員表示，2000億的數字大略等同中國對美的出口數字。該官員也表示美國政府一直以來都非常明確地向中方表示貿易是其非常關切的部分，但中方始終沒有任何回應。

很多包含在中國製造2025發展方針的產品細項此次都被納入此份報告中，不過此法案目前尚在討論階段，並未正式實施。尚待長達2個月的觀察期和將在8月20-23日舉行的多場公聽會討論後才會逐漸明朗化。
