7月10日川普政府宣布考虑再次针对进口自中国总值高达2,000亿美元的产品课徵10%的新关税，再次为市场投下震撼弹，此举也引起中国强烈不满，中美贸易战火雪上加霜。

此次长达200多页的报告清单中，也包括16项海关编码列于7318之下的扣件相关产品，这些产品项目罗列如下:
7318.11.00 钢铁制马车螺丝Iron or steel, coach screws
7318.12.00  除了马车螺丝之外的钢铁制木螺丝Iron or steel, wood screws (o/than coach screws)
7318.13.00  钢铁制螺丝钩和环Iron or steel, screw hooks and screw rings
7318.14.10  线径小于6mm有螺身或螺纹的钢铁制自攻螺丝Iron or steel, self-tapping screws, w/shanks or threads less than 6 mm in diameter
7318.14.50  线径大于6mm有螺身或螺纹的钢铁制自攻螺丝Iron or steel, self-tapping screws, w/shanks or threads 6 mm or more in diameter
7318.15.20  同批次进口钢铁制螺栓和有螺帽或华司的螺栓Iron or steel, bolts and bolts & their nuts or washers, imported in the same shipment

根据一名美国资深官员表示，2000亿的数字大略等同中国对美的出口数字。该官员也表示美国政府一直以来都非常明确地向中方表示贸易是其非常关切的部分，但中方始终没有任何回应。

很多包含在中国制造2025发展方针的产品细项此次都被纳入此份报告中，不过此法案目前尚在讨论阶段，并未正式实施。尚待长达2个月的观察期和将在8月20-23日举行的多场公听会讨论后才会逐渐明朗化。
