Canada Completes Investigation on Prices for Certain Carbon Steel Fasteners Originating in Taiwan and China

Canadian Border Services Agency (CBSA) announced on October 21st, 2013 that the re-investigation on prices for certain carbon steel fasteners had been initiated in order to determine the new normal values and export prices for carbon steel fasteners from China and Taiwan.

 

The result of the investigation has been officially published on Mar. 14th, 2013. 31 Taiwanese companies and 4 Chinese companies are allowed get the normal value. For the rest of companies who do not get the normal value, they have to encounter 170% of antidumping duty for the export of products involved in the investigation to Canada.

 

Products included in the investigation exclude those carbon steel fasteners mainly used for automotive and aerospace applications. The products included are within the tariff codes: 7318.11.00.00 / 7318.12.00.00 / 7318.14.00.00 / 7318.15.00.11 / 7318.15.00.12 / 7318.15.00.21 / 7318.15.00.29 / 7318.15.00.31 / 7318.15.00.32 / 7318.15.00.39 / 7318.15.00.44. These tariff codes are only for reference and the detailed range of the products involved can be specifically consulted according to relevant regulations from the authority.

 

31 Taiwanese companies which are allowed to get the normal value are as below: Chaen Wei Corporation, Chan Liang Enterprise Co., Ltd., CPC Fasteners International Co., Ltd., De Hui Screw Industry Co., Ltd., Dragon Iron Factory Co., Ltd., Dynamic Fastener Service, Inc. (USA), Easylink Industrial Co., Ltd., Faithful Engineering Products Co. Ltd., Hilti Inc. (USA), Hom Wei Enterprise Corp., Homade Inc., Honor Best Co., Ltd., Jau Yeou Industry Co., Ltd., JC Grand Corporation, Kind-Auspice Industrial Co., Ltd ., Katsuhana Fasteners Corp., Kreg Enterprisese, Inc. (USA) and Kreg Tool Company (USA), Kwantex Research Inc., Masterpiece Hardware Industrial Co., Ltd., Midas Union Co., Ltd., Newfast Co., Ltd., Phillips Midwest (USA), QST International Corp., Racing Point Industry Co., Ltd., Screw Products, Inc. (USA), Sheh Fung Screws Co., Ltd., Sumeeko Industries Co., Ltd., Taiwan Shan Yin International Co., Ltd., Top-Green Fastener-Tech Corporation, Wictory Co., Ltd., Zyh Yin Enterprise Co., Ltd. As for the other 4 Chinese companies which get the normal value, they are Jiaxing Feihua Fasteners Co. Ltd., Jiaxing Fengjian Hardware Products Co., Ltd., Qingdao Top Steel Industrial Co., Ltd., Robertson (Jiaxing) Inc.

 

The new normal value and antidumping duty have come into force on Mar. 14th, 2014. Should local Canadian importers are against the result of the investigation, they can submit the application for a review to the authority 90 days within the publication of the announcement.
