EU Intends to Apply up to 89.8% AD Duty on Chinese Fasteners

     According to the latest disclosure document regarding the AD676 investigation released by the European Commission (EC) on November 16, the Commission intends to apply up to 89.8% AD duties against imported Chinese fasteners of iron or steel. However, this is just a disclosure of the EC’s intentions, not the final determination.
 
     The document disclosed that Jiangsu Yongyi Fastener Co., Ltd., Ningbo Jinding Fastening Piece Co., Ltd., and Wenzhou Junhao Industry Co., Ltd. will face the AD duties of 23.9%, 48.1%, 51.5%, respectively. Other cooperating companies will face the duty of 41.8%. All other companies will face the duty of 89.8%.
 
     In an email to Fastener World’s inquiry about if the news is true, EFDA replied, “This is true. The Commission intends to impose a general AD duty of 89.8%. A lower tariff of 41.8% is granted to around 90 Chinese exporting companies which were cooperating in the investigation. And, there are individual tariffs for 3 Chinese companies ranging from 23.9 to 51.5%. The Commission does not intend to impose retroactive duties. The Commission’s findings were not officially published, they are part of a final disclosure in the investigation. Interested parties can comment on the findings and then the Commission will ask the 27 EU member states for their vote. They may overturn the decision with a qualified majority. If the agree with it, the Commission will impose the duties, which will be published in the Official Journal of the EU.”
